Malcolm Ruff

Malcolm P. Ruff, Esq. is a Senior Associate Trial Attorney for Saller & Bishop.  Mr. Ruff joined the firm in January of 2014, and in just a few years, his work has bolstered the tradition of excellence by which we have come to be known.

A True ‘Son of Baltimore’

Mr. Ruff grew up in the Lower Park Heights community and attended Gilman School, where he excelled both in the classroom and on the gridiron.  Mr. Ruff went on to earn a full athletic scholarship to attend Duke University where he started at Linebacker and Fullback during in his Junior and Senior years, and was named to the Atlantic Coast Conference All-Academic Team posting a 3.4 GPA. At Duke, Mr. Ruff became a proud member of Phi Beta Sigma Fraternity, Inc., and was honored upon graduation with the ‘Walter C. Burford Award for Community Service’ by the African & African American Studies Department of the University. Mr. Ruff returned home to Baltimore to pursue his Juris Doctorate Degree at the University of Baltimore School of Law. Upon completion of his first year of studies at UB Law, Mr. Ruff was selected by the Office of the General Counsel of the NAACP as one of six law students nationwide to its annual Summer Law Fellowship.   During the Fellowship, Mr. Ruff worked closely with NAACP civil rights attorneys on relevant issues concerning economic justice, education, housing, voting rights and environmental justice. Most significantly, it was during his experience as an NAACP Law Fellow that Mr. Ruff developed a passion for addressing critical legal issues in the criminal justice system. Following his second year of study at UB Law, Mr. Ruff was hired as a member of the Baltimore County State’s Attorney’s Office, initially as a Law Clerk for the Domestic Violence and Repeat Violent Offender Units.  However, shortly after completing his Law Degree and passing the Maryland Bar, Mr. Ruff was sworn in as an Assistant State’s Attorney for Baltimore County.  As an ASA, Mr. Ruff prosecuted a large variety of criminal and traffic offenses in the District Court of Maryland.  Most notably, Mr. Ruff served as 2nd Chair in the successful prosecution of the Towson Town Mall Murder that occurred in December of 2011.  Mr. Ruff later served for a short time as an ASA in the Special Victim’s Unit of the Baltimore City State’s Attorney’s Office, before joining the ranks at Saller & Bishop to defend the rights of the people of Baltimore and all across the State of Maryland.

The Minister of Defense

Since joining Saller & Bishop, Mr. Ruff has become a rising young advocate in the Maryland private criminal defense community, garnering the moniker “The Minister of Defense”.  The nickname, dubbed to Mr. Ruff by a duo of satisfied clients, was a play on his courtroom savvy and his service to his life-long church, Heritage United Church of Christ, where Mr. Ruff serves as the Chairman of the Board of Trustees, as a Praise & Worship leader, and as a youth mentor. Mr. Ruff prides himself in “going to the mat” for his clients, and he has fought vigorously on the behalf of numerous clients in felony criminal cases, misdemeanor criminal cases, DUI’s, and other serious traffic offenses, with proven efficacious results.  Most recently, Mr. Ruff has found success in arguing for a not guilty verdict in a felony case involving charges for Attempted Murder and Attempted Robbery.  Mr. Ruff also found recent success in convincing the Court in a felony drug case to suppress copious amounts of a suspected controlled dangerous substance which was seized from his client. Mr. Ruff also represents people from all walks of life in civil legal matters, including but not limited to personal injury claims, auto accidents, and family law custody cases.  Mr. Ruff has diligently helped those who have been hurt by the negligence of others by favorably resolving their claims for damages in a timely and thorough manner.  Mr. Ruff has also been successful in effectuating and arguing for favorable child custody arrangements and orders for his family law clients. Like the partners of Saller & Bishop, Mr. Ruff considers himself a man of the people, with the people, and for the people.  Mr. Ruff continues to be deeply invested in the community of Baltimore, and consistently works with community organizations like the Park Heights Community Health Alliance, The Public Safety Compact, and other community leaders.  His personal goal is to provide superior advocacy and to be a voice of strength for underrepresented citizens in the community.  You can rest assured that with Mr. Ruff on your case, you will have a proven fighter who cares about you on your side.
